Why does the university need all this when I already uploaded my documents?
Because European universities do not simply look at the PDF and assume that everything written on it is genuine and academically valid.
They may need to establish several different things:

Are the marks and subjects genuine?
Was the degree successfully completed?
Is the document unaltered?
Is the qualification recognised at the appropriate academic level?

First: Document Verification and Academic Evaluation Are Not the Same Thing
This distinction is extremely important.
Universities generally need to answer two separate questions.

APS India also specifically advises applicants to check the status of their Indian institution and qualification in anabin because the recognition status can affect whether a positive APS verification can be issued.
So European universities may not simply ask:
“Did you study at a university?”
They may ask:
“Is this university officially recognised in the education system where the qualification was awarded?”
College vs University Can Matter for Indian Applicants
This becomes particularly important in India because many students physically attend:
College X
but their degree is actually awarded by:
University Y.

are issued by the affiliating university.

Step 2: Does Your Transcript Come From an Authorised Academic Office?
A transcript needs to be more than:
a list of marks in a PDF.
Universities may want evidence that it came from an authorised part of the institution.

Sweden’s University Admissions service currently states that Indian diplomas and transcripts should be officially issued by an authorised representative of the Academic Registrar’s Office, Examinations Office or equivalent university authority.
So a PDF created by:

- Department faculty member
- Private consultant
- Unauthorised college office
may not satisfy the university’s document requirements even if the marks themselves are correct.
What Makes a Document “Official”?
Different universities define this differently.
But common features include:
- University name
- Official letterhead
- Authorised stamp
- Authorised signature
- Issue date
- Student identification details
- Course names
- Grades
- Credits
- Degree information
Sweden states that certified documents should allow the admissions authority to identify the certifying officer and contact them if necessary. A generic stamp saying only:

without adequate identifying information may not be sufficient.
Step 3: Universities May Ask Your Indian University to Send Documents Directly

This is an important point.
European institutions do not always verify documents only by looking at:

- Signature
They can contact the issuer.

Your University Needs to Respond
This sounds obvious, but it can create real delays.
Suppose APS or a European university contacts your Indian university and receives:
no response.
The verification can become stuck.
APS India’s current guidance describes a status called:
“non-support”
when the relevant school, board or university has not supplied the information needed to complete verification.
APS states that it cannot issue the certificate until authenticity has been confirmed through an appropriate official channel. It specifically notes that responses from private accounts such as Gmail or Yahoo cannot replace institutional confirmation.
So sometimes the problem is not:
“My documents are fake.”
It is:
“My university has not replied to the verification request.”
What Should You Do If Your Indian University Is Not Responding?
Contact:

Tell them that an international verification request may arrive.

Its role is to verify academic documents and educational qualifications issued by Indian institutions.
After successful verification, APS issues a:

For most Indian students pursuing German higher education, the APS certificate is an important part of the student-visa documentation process.
APS Is Not the Same as University Admission
This distinction is very important.
APS verifies:
academic documents + formal academic qualification
It does not decide:
whether TUM, TU Berlin, RWTH or another university must admit you.
APS itself states that:
- German universities make admissions decisions
- German missions make visa decisions
- APS verification does not replace either process.
So:
APS approved
does not mean:
Master’s admission guaranteed.
The university can still reject you because:

Important 2026 Germany Update: dMAT for Some Master’s Applicants
There is a major new development for Indian Master’s applicants in 2026.
APS India introduced the:

Does APS Require Notarised Documents?
Not always.
APS India’s current FAQ states that documents issued in:
English or bilingual format
generally do not need to be notarised specifically for the APS process.
If documents exist only in an Indian regional language and are translated into English, the translation must be notarised under APS’s current instructions.
But remember:
APS requirements ≠ every German university’s document requirements.
A university may separately ask for certified copies.
Follow both sets of instructions.
Austria: Legalisation Can Be Much More Important
Austria can use another type of document-security mechanism:
legalisation.
TU Wien currently requires applicants with international Bachelor’s qualifications to submit documents such as:
- Bachelor’s completion certificate
- Diploma supplement
- Transcript of records
- Credit/contact-hour information
in the required officially legalised format, together with official translations where applicable.
For documents issued in India, TU Wien’s current legalisation guidance lists India among countries for which an:

This means the university is not relying only on the appearance of the Indian certificate.
It also wants the appropriate legalisation chain.
What Is an Apostille?
An Apostille is a form of international authentication used between countries participating in the Hague Apostille Convention.
It helps verify the official origin of a public document.
But this distinction is important:
Apostille ≠ academic admission approval.
An apostille can help confirm that the document is officially authenticated.
The university must still decide:

TU Wien’s Admission Office first carries out formal document verification.
Its current guidance says it checks the submitted documents for:
existence and authenticity.
If formal irregularities or missing documents are identified, the applicant is asked to resolve them within the applicable deadline.
Only after the documentation is complete does the academic evaluation move to the appropriate Dean of Academic Affairs, who assesses the academic background and equivalence.
This is a perfect example of:

What If TU Wien Finds a Problem With the Documents?
TU Wien states that applicants are contacted if:
- Documents are missing
- Translations are missing
- Formal irregularities exist
If the required corrections are not provided within the set deadline, the application can be rejected or moved to a later admissions cycle depending on the situation.
So even genuine students can lose an intake because the:
documentation package was formally incomplete.
Sweden Has Very Specific Rules for Indian Documents
Sweden is particularly useful because its national admissions system publishes India-specific instructions.
For Master’s applications, Indian students generally need to submit:

But the issuing authority matters.
Sweden currently states:
College-issued marksheets/result cards/transcripts are not accepted unless the college is autonomous.

Sweden Also Checks Every Semester
The Swedish guidance requires:

when the application specifically requires semester-wise academic documentation.
Sweden: Name and Date of Birth Must Match
Small inconsistencies can cause surprisingly large delays.
Sweden currently requires the name and birth date on academic documents to correspond with the student’s application and identity documentation.
If there is a legitimate name difference, such as after marriage, official documentation explaining the change must be provided. Sweden specifically states that an affidavit alone is not accepted for this purpose.
This is worth checking before applying.

What About DigiLocker?
Do not assume that because a document appears in DigiLocker, every European admissions authority will accept it.

For universities applying a strict Bachelor’s-before-Master’s rule, that difference can determine whether final enrolment is possible.
How Do Universities Check Whether a PDF Was Altered?
Modern digital documents can contain:
- Digital signatures
- Verification QR codes
- Secure URLs
- Digital seals
- Credential IDs
A receiving university may validate these.
UvA’s own official electronic transcripts, for example, use digital signatures that can verify:
- Identity of the issuer
- Authenticity
- Whether the document has been altered after signing.
The same underlying principle is increasingly used across digital credential systems.
A student should therefore never:

- Edit marks

10 Common Mistakes Indian Students Should Avoid

This is why document verification should not be confused with selection.
European academic-recognition guidance makes the same distinction: credential evaluation establishes how a foreign qualification should be understood, while the receiving institution applies its own admission requirements.
The Bottom Line
European universities do much more than simply open your transcript PDF and read your marks.
When evaluating Indian applicants, they may verify:
Issuing institution → authenticity → degree completion → transcript → recognition → academic content
Different countries use different systems.
In Germany, Indian academic documents are commonly subject to APS verification, which can involve checking records with Indian educational institutions and assessing the relevant qualifications using German recognition criteria. APS does not itself decide university admission. For selected Master’s applicants in Engineering and business-related fields, Germany has also introduced the new dMAT as an additional APS element for Summer Semester 2027 and later intakes, subject to the current transitional rules.
In Sweden, the national admissions system has detailed India-specific requirements. Transcripts and diplomas generally need to come from the authorised university academic authority; ordinary affiliated-college records are not accepted unless the college is autonomous. Sweden also verifies authenticity with issuing institutions and can revoke admission where fraudulent supporting documents are identified.
In the Netherlands, universities such as UvA can first evaluate uploaded application documents and then require final certified credentials after conditional admission. UvA accepts secure credential portals or documents sent directly by an authorised department of the student’s home university and does not accept final verification documents simply emailed by the student.
In Austria, universities such as TU Wien can require Indian academic documents in the applicable legally authenticated format; India currently falls under its Apostille route. TU Wien first examines the existence and authenticity of the documents and then separately evaluates the applicant’s academic background for Master’s equivalence.
So before submitting your Master’s application, do not ask only:
“Do I have my degree certificate?”
Ask:
“Can the European university independently verify that this degree and transcript are genuine, officially issued and academically recognised?”
The safest preparation is simple:
Use university-issued documents → keep originals unedited → follow country-specific certification rules → arrange direct verification early → check recognition before applying
